It uses data from here: http://www.insureme.com/insurance/bmi-index-state
This data is converted from BMI to pounds in order to provide a more salient depiction of weight in America. We conservatively assume a height of 5'10" and subtract each state's average weight/person by the normal weight implied by a BMI of 24.
We do not make any special adjustments for sex, race, or socio-economic status. Thus, this a very rough sketch of weight.
