TIOBE programming community index is a measure of popularity of programming languages, created and maintained by the TIOBE Company based in Eindhoven, the Netherlands.TIOBE stands for "The Importance Of Being Earnest" which is taken from the name of a comedy play written by Oscar Wilde at the end of the nineteenth century.
The index is updated once a month. The ratings are based on the number of skilled engineers world-wide, courses and third party vendors. Popular search engines such as Google, Bing, Yahoo!, Wikipedia, Amazon, YouTube and Baidu are used to calculate the ratings. It is important to note that the TIOBE index is not about the best programming language or the language in which most lines of code have been written.
For the first time in the history of the TIOBE index a language needs to have a rating of more than 1.0% to be part of the top 20. This indicates that the number of real market leaders is going down. The set of languages to chose from is getting bigger and more and more less well-known programming languages are being adopted. About 10 years ago, the first 8 language covered 80% of the market, now this is reduced to 55%.
